Introduction
The EU-Russia relations are essential for the Black Sea cooperation. One of the realities in the
region is the growing role of EU that has become a center of gravitation for the majority of
the regional countries who are subjected to a fatal attraction of integration and cooperation
towards the greater EU area because of economic as well as political reasons. The EU has
different formats of relations with the regional countries: Greece, Bulgaria and Romania are
member states, Turkey is a candidate for EU membership, Russia for the time being has the
lowest format of relations – PCA and the post-Soviet regional countries are included in ENP. ... more

BSEC has been striving for a long time and in particular during the last year, to enhance

Ladies and Gentlemen,
It is a pleasure to be here today and to have the opportunity to share some thoughts at
this conference on the EU and Black Sea Regional Cooperation. This is the second of three
conferences of which I am aware in the space of one month, in which the issue of regional
cooperation in the Black Sea Region is being discussed.
Far from overkill, I consider this a highly promising turnaround from the previous state of
affairs in which the Black Sea Region attracted little interest, and it is particularly
encouraging that we have the opportunity to discuss the Black Sea Region, as a whole, here in
