Statements

Statement by Nadejda Arbatova, Institute of World Economy and International Relations, Head of Section of International Political Problems in Europe, Moscow
"The Black Sea Regional Cooperation in the Context of the EU-Russia Relations
"
Introduction
The EU-Russia relations are essential for the Black Sea cooperation. One of the realities in the region is the growing role of EU that has become a center of gravitation for the majority of the regional countries who are subjected to a fatal attraction of integration and cooperation towards the greater EU area because of economic as well as political reasons. The EU has different formats of relations with the regional countries: Greece, Bulgaria and Romania are member states, Turkey is a candidate for EU membership, Russia for the time being has the
lowest format of relations – PCA and the post-Soviet regional countries are included in ENP.

Statement by Erhard Busek, Special Co-ordinator of the Stability Pact for South Eastern Europe, Brussels
Dr. Miklós Losoncz, Wirtschaftsforschungsinstitut GKI, Budapest

The Black Sea region has always been an important region for Europe – at a crossroads from North to South, from East to West. Being at such a crossroads has meant that that the region has seen it’s share of conflict and confrontation in history, but it has also been a region for contacts and co-operation. ... more Aufzaehler

Statement by Ambassador Leonidas Chrysanthopoulos, Secretary General of the Organization of the Black Sea Economic Cooperation (BSEC), Athens, Permanent International secretariat (PERMIS)
I would like, at the outset, to thank the Southeast Europe Association for organizing this Conference on the EU and Black Sea Regional Cooperation and for the hospitality extended to us.
BSEC has been striving for a long time and in particular during the last year, to enhance relations with the EU. We are at last starting to see some tangible results. I would like to express my thanks to the German Presidency and to you, Minister Erler, for the importance given to the Black Sea Region. ...

Statement by Gavras Panayotis, Head, Policy and Strategy Department, Black Sea Trade and Development Bank, Thessaloniki
"Looking Ahead in the Black Sea Region: the Role of International Financial Institutions"
Ladies and Gentlemen,
It is a pleasure to be here today and to have the opportunity to share some thoughts at this conference on the EU and Black Sea Regional Cooperation. This is the second of three conferences of which I am aware in the space of one month, in which the issue of regional cooperation in the Black Sea Region is being discussed.
Far from overkill, I consider this a highly promising turnaround from the previous state of affairs in which the Black Sea Region attracted little interest, and it is particularly encouraging that we have the opportunity to discuss the Black Sea Region, as a whole, here in Berlin in the context of the German Presidency of the EU. ..

Statement by Ambassador Prokopios Mantzouranis, Director General for Economic Affairs, Ministry of Foreign Affairs, Greece
Dear Colleagues, Ladies and Gentlemen,
I would like to thank the German Federal Foreign Office and the Southeast Europe Association for organising this International Conference and their kind invitation. A lot of discussion takes actually place on the perspectives of regionalism in the wider Black Sea area as well as on the role of the European Union. We take the view that this
conference will contribute to draw valuable knowledge and to understand better the potential of a cooperation between the EU and the region around the Black Sea.

Statement by Valeriu Ostalep, Deputy Minister of Foreign Affairs and European Integration of the Republic of Moldova, Chisinau
Ladies and Gentlemen, Distinguished audience,
It is a great pleasure for me to attend this event which proposes itself to address via an interactive, focused and at the same time multidimensional approach one of the most topical issues on the current agenda of the EU and as well as of the region itself – cooperation between the European Union and the Black Sea region. Since the importance of the Black Sea region as a hub for the security and stability with far more reaching implications is a fait accompli allow me to go straight to the point by briefly presenting the Republic of Moldova’s position on this issue.
